Chief Executive Officer

Barqat Bari is the Founder and Chief Executive Officer of Xemplify, leading the company’s vision and strategy across federal and commercial markets. With deep experience in enterprise IT modernization, endpoint management, cybersecurity, and program leadership, he has delivered large-scale solutions for complex government environments, including NIH and NASA. Barqat is known for combining technical depth with business discipline to build scalable solutions, trusted partnerships, and measurable impact.

Chief Growth Officer

Susan leads external and internal relationship management, including business development, partner engagement, and client stewardship across federal and commercial markets. With over 20 years of experience in government contracting, she brings deep expertise in building trusted relationships with agencies, primes, and industry partners, aligning mission needs with scalable solutions. 

Mark Schaaf

Chief Technology Officer

Mark is responsible for defining the company’s technical strategy, architecture, and delivery across federal and commercial solutions. With deep expertise in enterprise infrastructure, cloud and endpoint engineering, cybersecurity, and systems modernization, he leads the design and implementation of scalable, secure platforms supporting complex, mission-critical environments. Mark is known for translating advanced technical capabilities into practical, high-impact solutions that drive performance, security, and operational excellence.

Xemplify has provided impactful leadership at the National Institutes of Health (NIH) by supporting enterprise-wide IT modernization initiatives that strengthen security, visibility, and operational resilience across one of the world’s most complex research environments. Through trusted advisory services, architecture leadership, and hands-on execution, Xemplify has helped advance Zero Trust device modernization, endpoint security, and scalable computing platforms serving tens of thousands of systems across 27 Institutes and Centers. By aligning technology strategy with mission needs, Xemplify has delivered measurable improvements in security posture, operational efficiency, and enterprise standardization, supporting NIH’s ability to focus on scientific discovery and public health outcomes.

Xemplify has delivered impactful leadership at NASA through senior program and operational leadership supporting a multi-billion-dollar enterprise IT IDIQ, with executive-level oversight at NASA Headquarters. Under this leadership, Xemplify expanded its program management and operational support to Stennis Space Center and Glenn Research Center, strengthening service delivery, endpoint operations, and cybersecurity across geographically distributed environments. By aligning enterprise IT operations with mission priorities, Xemplify helped improve consistency, performance, and operational resilience across the agency.

Susan Phin  — Chief People Officer 

Barqat’s federal career spans impactful work across the National Institutes of Health (NIH), where he played a key role in enterprise modernization and strategic funding efforts—helping NIH secure over $15 million in capital funding to upgrade and expand critical IT infrastructure. His contributions supported NIH’s long-term technology strategy, enhanced enterprise resilience, and strengthened mission readiness across institutes. 
Susan leads all aspects of talent strategy at Xemplify, including workforce development, organizational culture, employee engagement, talent acquisition, and leadership development. She has a proven track record of helping organizations scale responsibly, strengthen internal capabilities, and create environments where employees feel valued, supported, and inspired to grow. 
Before joining Xemplify, Susan supported and advised multiple federal and mid-tier contractors—shaping human capital strategies, leading operational teams, and building programs that bridged mission needs with talent excellence. Known for her ability to connect authentically with people at every level, she plays a critical role in ensuring Xemplify’s culture reflects its values: integrity, innovation, empowerment, and impact. 

Mark Schaaf – Chief Technology Officer

Mark Schaaf serves as Xemplify’s Chief Technology Officer, bringing nearly two decades of federal IT leadership across the National Institutes of Health (NIH). He previously served as the Chief Information Officer (CIO) for the National Institute of Nursing Research (NINR) and as Acting Deputy Chief Information Security Officer (Deputy CISO) for the NIH Office of the Director—two of the most influential technology and security roles within the agency. 
In these roles, Mark oversaw institute-wide IT portfolios, driving cybersecurity, risk management, cloud modernization, data governance, enterprise applications, identity and endpoint management, and operational resilience. He provided leadership across NIST RMF, incident response, compliance oversight, system modernization, and contract and architecture reviews—strengthening security posture and enabling mission readiness across NIH’s complex research environment. 
At Xemplify, Mark directs technical strategy, platform engineering, and product development—including SecureDesktop and Xemplify’s automation and endpoint intelligence solutions. He brings federal-scale discipline, deep security expertise, and mission-focused clarity to every engagement.  Mark holds a B.S. in Management Science & Information Systems from Penn State and completed both the NIH Mid-Level Leadership Program (MLP) and Senior Leadership Program (SLP).
